They are a standardized way of organizing and providing information so that it's easy to compare a highly toxic material to one that is very safe. The sheets below include suppliers and ingredients, hazard identification, first-aid and fire-fighting measures, handling and storage guidelines, physical and chemical properties, toxicological information, and more. Each of the sheets will tell you that these toners are not classified as dangerous or hazardous.
